 I'm Terra Balzo, your elected Assessor (CIAO). I oversee the Assessor's Office and work to provide residents with clear information about property assessments, exemptions, and the property tax process.  

While the position is designated as part-time by the Township Board, I make every effort to be accessible and responsive, ensuring taxpayers have the guidance and support they need.

Responsibilities at a Glance:

  • List & value all township properties accurately and fairly
  • Ensure assessments reflect 33.33 % of market value, as required by Illinois law
  • Maintain up-to-date property records for all parcels
  • Assist homeowners with available exemptions
  • guide residents through the assessment process clearly and professionally
  • Stay current with laws, regulations and continuing education

Responsibilities of your Grafton Township Assessor


In compliance with the statutory requirements to become Township Assessor in her jurisdiction, Terra de Baltz holds a Certified Illinois Assessing Officer designation.

Duties of the Assessor include:

  • Discover, list, and value all real property in the Township's jurisdiction
  • Ensure that each property is at the statutory level of market value (33.33%)
  • Keep current records of each parcel (i.e., sales records, property owner names and addresses, changes to property characteristics)
  • Assure that similar properties are equitably valued
  • Assist homeowners in applying for exemptions for which they are eligible
  • Help property owners in understanding the assessment process in a professional and courteous manner
  • Submit a budget request to the Township Board annually
  • Keep office up to date with new legislation and continuing education
